<p>Writer Dave Maass spoke to Ryan Trabuco  today and said their  endorsement was based largely on a post he had written on a local blog  about one of Rocky&#8217;s opponents having a deep connection to Donald Kenney  &#8212; a former AZ legislator convicted on bribery charges. Good stuff!</p>

<p>When Bettina Inclan, the RNC Hispanic Outreach director, recently <a title="RNC official says Romney 'still deciding' on immigration" href="http://firstread.msnbc.msn.com/_news/2012/05/08/11599711-rnc-official-says-romney-still-deciding-on-immigration?chromedomain=nbcpolitics" target="_blank">made a splash in the news</a> over  GOP presumptive nominee Mitt Romney’s position on immigration, the  press bubble went apoplectic.  ”As a candidate, to my understanding,  he’s still deciding what his position on immigration is,” said Inclan.</p>
<p>The day proceeded to get worse for Inclan.</p>
<p>The RNC then attempted to take back the remarks, and Inclan sent out <a title="Twitter Bettina Inclan" href="https://twitter.com/#%21/BettinaInclan/statuses/199899322266034176" target="_blank">a tweet</a> saying that she “misspoke” on the issue and then linked to Governor Romney’s <a title="Mitt Romney - Immigration" href="http://www.mittromney.com/issues/immigration" target="_blank">campaign page</a> on immigration.</p>
<p>But, given that Romney has been <a title="Mitt Romney’s ‘Etch-A-Sketch’ problem" href="http://www.suntimes.com/news/elections/11454788-505/romneys-etch-a-sketch-problem.html" target="_blank">compared by his own campaign to an Etch A Sketch toy</a>, should we be surprised that Inclan wasn’t completely clear on his immigration position?</p>

For the record, SOMOS REPUBLICANS has never advocated for amnesty &#8212; Ronald Reagan did that.  Unfortunately,  Phil Paule forgot about the Reagan amnesty and he ought to review American history again.</p>

<p><strong>Why is securing our borders and legal immigration needed?</strong></p>
<p><em>A healthy and legal immigration solution will secure our borders,  create a safer North American Continent and promote a stronger  relationship with our contiguous neighbors.  Enforcement-only  initiatives promote a situation that emulates the failed days of  Prohibition, which serves only to encourage the underground labor  market.  Our government needs the additional tax revenues that new  immigrants generate in order to sustain the burgeoning entitlement  programs baby boomers require as they continue to retire.  By developing  a reasonable legal immigration plan, we create a system where  immigrants share American tax burdens as they continue to contribute  millions of dollars into our tax coffers.  New immigrants sharing our  tax burdens will help discourage our government from increasing taxes,  because under the current system these entitlement programs will drain  all federal revenues within 15 years. </em></p>
<p><em> </em></p>
<p><em>Our 12 point plan addresses securing our borders, fixing the   immigration system, developing a process for legal immigrants to enter,  demand for labor, the D.R.E.A.M Act, sustaining international trade  relationships, and employer sanctions that will assuredly be implemented  by the current Congress. </em><strong> </strong></p>
<p><strong>How to fix a broken immigration system.</strong></p>
<h1><strong>12 Steps to Securing Our Borders and Legal Immigration<br />
</strong></h1>

<p><strong>Immigration Reform Efforts Currently Being Led By DeeDee Garcia Blase, Lionel Sosa and Joe Penalosa</strong><strong> </strong></p>
<p><strong> </strong></p>
<p><strong> </strong></p>
<p>1.       <strong>BORDER SECURITY</strong>:  The preservation of our   national security must be the paramount objective of the immigration   policy of the United States.  At least 5,000 additional border patrol   agents should be added on the border between the United States and   Mexico and an additional 10,000 border patrol agents should be assigned   to duty on the North border. In addition, the Department of Homeland   Security (DHS) should work in conjunction with the Drug Enforcement   Agency (DEA) to take appropriate measures, including the addition of   drug and bomb sniffing canine units that will deter drug activities.</p>
<p>2.       <strong>PROCESSING APPLICATION FEES</strong>:  The creation   of a path to citizenship for undocumented persons should not increase   the bureaucracy in Washington or add to the already heavy burdens on the   American taxpayer.  All applications for legal status by undocumented   immigrants should be processed as efficiently as possible and all   expenses in connection with the processing of such applications,   including background checks, should be borne by the applicant in the   amount of $500.00</p>
<p>3.       <strong>OFFENSE FINE</strong>: There is no right that we   Americans hold more dearly than the privilege of calling ourselves   citizens of the United States.  We do not advocate amnesty, therefore,   undocumented individuals should be required to pay a fine as a civil   penalty (not to exceed $1,500 per person of $5,000 per family) for   entering in the country illegally and after a background check clearance   has been carried out.</p>
<p>4.       <strong>REGISTRATION:</strong> Upon enactment, undocumented   persons must register with the DHS for background check, and wait until   the border is certified as “secure” by DHS in order to trigger   legalization. Persons should be given the opportunity to remain in the   United States as residents with a temporary legal status</p>
<p>5.       <strong>REGULARIZATION PROCESS: </strong>Upon certification,<strong> </strong>undocumented   immigrants who satisfy the requirements for temporary legal status  with  moral character and no criminal record will enter into a six year   program before becoming citizens of the United States.  No participants   in the program shall be entitled to receive any federal government   assistance while they are in the program which will consist of three   phases.</p>
<p>6.       <strong>PAYING BACK TAXES: </strong>Undocumented immigrants   must apply for a Social Security Number from the IRS and pay any income   taxes owed.  We recognize that undocumented immigrants contribute to  the  system by paying state and federal sales, use and excise taxes.</p>
<p>7.       <strong>ASSIMILATION AND MANDATORY ENGLISH EDUCATION:</strong> Undocumented immigrants who are qualified to enter the Regularization   Process shall be required to take courses in English and Civics as a   condition to obtain a certificate of completion for citizenship.  The   hours of study should be twice the amount to what the Reagan   Administration had proposed as part of immigration legislation   championed by the President in the 1980s.</p>
<p>8.      <strong>D.R.E.A.M. ACT and H-1 Visas:   Republicans who support H-1 Visas may as well support the DREAM Act. <a href="http://dreamact.info/forum/showthread.php?t=5886">Republicans are increasing their support for H-1 visas because corporate lobbyists wish to reduce bureaucratic government</a>.   Since the DREAM Act covers both students and immigrants who want to  enlist our military, then the Act should be a win-win solution for our  Nation. </strong></p>
<p>9.       <strong>FUTURE FLOW LOW SKILLED GUEST WORKER PROGRAM</strong>:    The adoption of a guest worker program would permit individuals   registering with DHS to legally enter into the United States to work in   states whose governors, or other legally authorized persons, certify   that demand for labor cannot be satisfied by existing populations of   legal residents will strengthen the economy.  The number of workers   admitted to such a program would depend on the demand levels identified   by the States, and can suspend the program in the event that the   national unemployment rate exceeds certain levels.</p>
<p>10.   <strong>JOBS, ECONOMY &amp; LABOR MARKET</strong>:   Immigrants Move In, Americans Move Up.  According to the <a href="http://www.cato.org/publications/free-trade-bulletin/immigrants-move-americans-move">CATO Institute</a>, <strong>“</strong>Multiple causes lie behind the shrinking of the underclass  in the past 15 years. The single biggest factor is probably economic  growth. Despite the current recession, the U.S. economy enjoyed healthy  growth during most of the period, lifting median household incomes and  real compensation earned by U.S. workers, which ushered millions of  families into the middle class and beyond. Welfare reform in the 1990s,  and rising levels of education, may also be contributing factors.  Another factor may be immigration itself. The arrival of low-skilled,  foreign-born workers in the labor force increases the incentives for  younger native-born Americans to stay in school and for older workers to  upgrade their skills…..”</p>
<p>11.    <strong>TARGETING CIRCUMVENTING CRIMINALS (TCC) / E-VERIFICATION: </strong>Although   cooperation between state and federal law enforcement officers is   essential to the protection of our borders, Section 287(g) of the   Illegal Immigration Reform and Immigrant Responsibility Act of 1996   (IIRIRA) has not provided a proper framework for the establishment of   cooperation between state and federal law enforcement officers, this   despite the fact that the costs of the administration of the 287(g)   program sky-rocketed from $5 million in 2006 to $55 million in 2010.   According to a <a href="http://t.ymlp120.net/hsyagamqbazajbjeazae/click.php" target="_blank">report by DHS</a>,   the 287(g) enactment does not require sufficient focus on the   identification and deportation of that small percentage of undocumented   immigrants guilty of violent criminal offenses.   The ineffectiveness  of  the 287(g) program has resulted in an epidemic of states seeking to   usurp federal authority by taking immigration matters into their own   hands and adopting misguided legislation, most notably in Arizona, that   unfairly scapegoat immigrants.  We need to get smart and concentrate on   training and supervision that will focus on circumventing criminals  that  wish to do us real harm. Congress should consider replacing most  of  287(g) resources with a national E-verification program that will   discourage future illegal immigration only “after” Congress passes a   reasonable immigration solution where the Electronic employment   eligibility verification would not immerse America’s workers and   business in burdensome bureaucracy and avoid eroding the freedoms of the   American citizen.</p>
<p>12.   <strong>(OPTIONAL) FREER TRADE RELATIONS FOR SAFER NORTH AMERICAN CONTINENT: </strong>The   United States should continue honoring trade agreements, such as  NAFTA,  so that we do not undermine the stability of the economies and  our  relationships with our neighbors.</p>
<p><strong>Conclusion</strong></p>
<p>Despite what opponents to legal immigration say, benefits would   include secured borders,  better military qualified readiness, furthered   assimilation by immigrants that demonstrates their loyalty to America,   shared tax burdens and increased revenues to the tax base for state,   federal, and local governments, and our labor market needs will be   maintained especially with the baby boomers retiring.</p>

<p>The Tea Party extremists are revealing their game plan little by  little.  They had their targets set on a fine statesman such as Senator  Dick Lugar of Indiana.  Apparently Lugar was not extremist enough for  them in much the same way the Tea Party supporters viewed Senator John  McCain of Arizona when they backed JD Hayworth who was within 5 points  of McCain at one time during the 2010 elections.</p>
<p>What was the difference?</p>

<p>The Latino population in Indiana is not as high as it is here in  Arizona.  Mexican-American voters were the key swing vote for McCain  that ultimately got him re-elected in the Senate preventing the Tea  Party nativist JD Hayworth from winning that seat.  The same was true in  the State of Nevada when Hispanics saved Senator Harry Reid’s position  when Sharron Angle depicted Latinos as criminals.</p>
<p>Does this mean Latinos should never have tried to rock the Latino vote in the State of Indiana in support of Senator Lugar?</p>
<p>Never.</p>
<p>Latinos did the right thing in utilizing resources, talents and  energy to support Senator in every way that we could.  We owed it to  Lugar to give it our all because he voted for our youth via the DREAM  Act.  The Democratic Senate Candidate via Joe Donnelly did not vote for  the DREAM in 2010 as a Congressman, and now he is <a href="http://tucsoncitizen.com/hispanic-politico/2012/05/08/marcelino-quinonez-the-latino-vote-president-obama-the-party-of-hell-no-and-the-dream/">collateral  damage to the Democratic Party for the upcoming 2012 Presidential  elections as Latino leaders and immigration leaders become hawkish</a> — particularly in key swing Presidential states.</p>
<p>Just as we viewed the dixiecrats during the Civil Rights era in  American history, and Civil Rights Act supporters in the 1960′s … we  will view Senator Lugar as one of the few and last Republican leaders  who supported immigrant children youth and children in our current  struggle and era.  Both Richard Mourdock and Congressman Joe Donnelly  are the modern-day dixiecrats and both will be remembered as such as  politicians continue to cast votes that are recorded and remembered by  the <a href="http://articles.cnn.com/2011-03-24/us/census.hispanics_1_hispanic-population-illegal-immigration-foreign-born?_s=PM:US">fastest growing demographic in our Nation</a>.</p>
<p>Senator Lugar will be remembered to Latinos as an amigo, because he  was one of the few who had courage to do the right thing while the  others cowardly demonized immigrants in December of 2010.</p>
<p>We want to thank Lugar from the bottom of our hearts.  And if he ever  wants to run for the President of the United States of America, he will  be remembered as an amigo that did not betray us or use us for  political expediency when all others jumped on the bandwagon to demonize  Latinos and immigrants.</p>
<p>The results from tonight’s Indiana race confirms one thing to us:  <strong>We must continue to focus on states with high Hispanic population where our political leverage is the best.</strong></p>
<p>The Tea Party will ultimately be the demise of the GOP as the  Republican Party has allowed Kris Kobach, the Heritage Foundation,  American Works, Americans for Tax Reform to be the face of their Party.   The Party of “Hell No” can only get them so far and it is simply  unreasonable to believe politicians cannot work from across the aisle.</p>
<p><strong>Thank you, Senator Lugar.  You are the epitome of a boyscout. </strong></p>
<p>Matthew Tully of Indystar.com said it best when he wrote:</p>
<blockquote><p><em>For Sen. Richard Lugar, this isn’t the way it should have ended.</em></p>
<p><em>A revered and reasonable statesman shouldn’t lose in a  low-turnout election marked by voter anger and non-voter apathy. His  career shouldn’t end with an ineffective campaign that turned desperate  and even sad in its final days. Most important, a lawmaker who spent  decades diligently addressing big issues and tackling looming crises  shouldn’t be treated as a pariah simply because he viewed the other side  as fellow Americans, and not enemy combatants.</em></p>

<h2><em>&#8220;Hoosiers should know Dick Lugar voted to defend our flag while Richard Mourdock would defend someone&#8217;s right to burn it&#8221;</em></h2>
<p>The  National Defense PAC today blasted Indiana Senate candidate Richard  Mourdock for his opposition to a constitutional amendment banning flag  burning and urged Hoosiers to support Senator Dick Lugar in the upcoming  primary election.</p>
<p>&#8220;The  flag is a symbol of our democracy and millions of Americans have  sacrificed their lives to defend it,&#8221; NATIONAL DEFENSE PAC Chairman,  Rear Admiral [Ret.] James J. Carey said.  &#8220;Flag burning is obscene,  painful and unpatriotic.  We are shocked to learn that Richard Mourdock  opposed a constitutional amendment to ban flag burning, which he  believed to be a form of freedom of speech.  Burning an American flag is  conduct &#8211; not speech.  Hoosiers should know that Dick Lugar voted to  defend our flag while Richard Mourdock would defend someone&#8217;s right to  burn it.&#8221;</p>
<p>On June 22, 1990, the <em>Bloomington Herald-Times </em>reported  on Mourdock&#8217;s opposition to the flag burning amendment.  &#8220;I tend to  think I would probably be opposed to it,&#8221; Mourdock said.  &#8221;How can we  enforce freedom of speech and say we have freedom of speech except in  one area?  I have a really hard time with that.&#8221;</p>
<p>Over  his career, Senator Lugar cosponsored proposed constitutional  amendments to prohibit flag burning nine times.  In 2006, Senator Lugar  and Indiana Senator Evan Bayh both voted for S.J.Res. 12, a  constitutional amendment to ban flag burning (<a href="http://click.targetedvictoryemail.com/?ju=fe621675756c05797216&amp;ls=fdf516717362017974177772&amp;m=fe95157070670d7b77&amp;l=fec416727d61007b&amp;s=fe311771776c027e771170&amp;jb=ffcf14&amp;t=" target="_blank">Roll Call 189</a>).  In 1999, Senator Lugar and Senator Bayh both voted for S.J.Res. 14 (<a href="http://click.targetedvictoryemail.com/?ju=fe611675756c05797217&amp;ls=fdf516717362017974177772&amp;m=fe95157070670d7b77&amp;l=fec416727d61007b&amp;s=fe311771776c027e771170&amp;jb=ffcf14&amp;t=" target="_blank">Roll Call 48</a>).  In 1990, Senator Lugar and Indiana Senator Dan Coats both voted for S.J.Res. 332 (<a href="http://click.targetedvictoryemail.com/?ju=fe601675756c05797210&amp;ls=fdf516717362017974177772&amp;m=fe95157070670d7b77&amp;l=fec416727d61007b&amp;s=fe311771776c027e771170&amp;jb=ffcf14&amp;t=" target="_blank">Roll Call 128</a>).  In 1989, both Senator Lugar and Indiana Senator Coats voted for S.J.Res. 180 (<a href="http://click.targetedvictoryemail.com/?ju=fe5f1675756c05797211&amp;ls=fdf516717362017974177772&amp;m=fe95157070670d7b77&amp;l=fec416727d61007b&amp;s=fe311771776c027e771170&amp;jb=ffcf14&amp;t=" target="_blank">Roll Call 251</a>).</p>
<p>Senator  Lugar served as a U.S. Navy Intelligence Briefer for Chief of Naval  Operations (Under Admiral Arleigh Burke) 1957 to 1960.  He has been a  voice for consistent leadership in support of our military and national  defense.</p>

<p><span style="font-size: medium;">Second-guessing protests, supporting Lugar again</span></p>
<p>&#8220;Mr.  Wilson, like other voters, are second-guessing their concerns and  protests &#8212; and supporting Senator Lugar again,&#8221; says campaign manager  Emily Krueger.</p>
<p>&#8220;Through 40,000 phone calls each day, Lugar  volunteers are finding more and more Mourdock voters who realize what&#8217;s  at stake, what America&#8217;s up against and what will be lost. They  appreciate what Dick Lugar has done and can do for Indiana on jobs, the  federal budget, energy, national security, agriculture and Hoosier  values. So just in time, they&#8217;re switching back to Senator Lugar.&#8221;</p>
<p>&#8220;When  I came in here today, I thought Dick was too old. He&#8217;s not even close  to too old &#8211; as alert as he is and as sharp as he is,&#8221; Wilson says in a  new Lugar campaign video out today.</p>
<p><span style="font-size: medium;">Rejecting &#8220;CHANGE,&#8221; rewarding Lugar&#8217;s hard work</span></p>
<p>&#8220;They&#8217;re  all saying, &#8216;It&#8217;s time for a change.&#8217; That&#8217;s what people keep hearing  on the media and from the candidates&#8230;. I think that was driven home in  the last election and people are still saying it&#8217;s time for a change  and the only way to change it is to change people,&#8221; Wilson says he once  believed.</p>
<p>&#8220;So, when I came in here today, I was ready to change  some people,&#8221; Wilson says. &#8220;But after hearing his answers to the  questions&#8230; seeing him face-to-face&#8230; hearing about his 7 a.m. to 7  p.m. schedule&#8230; He&#8217;s my guy.&#8221;</p>
