Lugar intervenes where there’s religious persecution
by John Hanford III

Printed April 26, 2012
Sen. Dick Lugar is well known for his leadership in fashioning U.S. policy on agriculture and for dismantling thousands of nuclear warheads previously aimed at the U.S. He has recently championed American energy security and jobs by leading the drive for construction of the Keystone XL pipeline, and has long been a prominent proponent of a robust American foreign policy.
There is, however, another area of significant accomplishment far less known and appreciated. Lugar’s office has done more to advance religious freedom and help persecuted Christians around the world than any Senate office in U.S. history. I know this because I worked on these endeavors by his side for many years. None can match his record.According to a study by the Pew Forum on Religion, nearly 70 percent of the world’s people live in nations that seriously restrict religious freedom, with Christians suffering the most widespread persecution.
But while religious freedom is enshrined as America’s “first freedom” in the Bill of Rights and cherished by her citizenry, the U.S. government has not always placed a high priority on advancing this fundamental human right in its foreign policy.
Beginning in the mid-1980s, before the plight of persecuted Christians caught the media’s attention, Lugar began leading U.S. interventions on their behalf. He first rallied the Senate in publicly condemning the repression of Christians in the Soviet Union. In 1987, after meeting with a high-level Soviet official, he announced to the world that all 200 remaining religious prisoners would be freed and that the Soviets had pledged to roll back other repressive policies.
Years later, when the Russian parliament passed legislation threatening to move that nation back toward Soviet-era controls, Lugar led 170 U.S. senators and representatives in a successful appeal to persuade Russian President Boris Yeltsin, twice, to veto that proposed law. Rarely do so many members of Congress join together in a protest to a foreign head of state. But such is the reach of Lugar’s stature in Congress.
Over the years, Lugar has led many Congressional interventions against persecuting regimes, in some instances mobilizing U.S. presidents to become personally involved. Some of Lugar’s efforts have targeted repressive laws, as in China, Nepal, and various Muslim nations. In other instances, he has worked to free religious prisoners or to stop a new outbreak in the persecution of Christians.
One intervention, culminating in a middle-of-the-night phone call to the Minister of Justice of a radical Muslim regime, saved the life of a pastor shortly before his planned execution. Another intervention in a different Muslim nation freed Christians who had been hung by their wrists and tortured with electric shock. Another time, when a Hoosier was imprisoned in a hostile land for his Christian activities, Lugar spared no effort in taking his appeal to the foreign head of state to secure his release.
Of all Sen. Lugar’s contributions in this arena, the most historic was his office’s leadership in creating the International Religious Freedom Act of 1998 (IRFA) – a law which Congress passed unanimously. The entire permanent structure of our nation’s ongoing work on religious freedom issues, as laid out in IRFA, was conceived and crafted around the conference table in Lugar’s office.
It is this sort of leadership in foreign affairs that Americans can universally applaud. Few in public service today command the respect Lugar does. For decades he has faithfully used that influence to serve not only vital American interests in defense, agriculture or trade but also to champion the freedoms of the powerless.
President George Washington once wrote, “I beg you will be persuaded that no one will be found more zealous than myself to establish effectual barriers against ….. every species of religious persecution.”
No Senate office in U.S. history has done more to lead this fight against religious persecution around the world than Dick Lugar’s.
Hanford was appointed by President George W. Bush as U.S. Ambassador at Large for International Religious Freedom. He also worked for 14 years on Lugar’s staff.

Sen. Dick Lugar on Taxes
Sen. Lugar supported the 2001 & 2003 Bush Administration tax cut packages. He supported extending that critical tax relief; lowering the corporate tax rate; simplifying tax brackets and repealing the AMT; permanently repealing the death tax; permanently extending capital gains and dividend tax rates at 15%; permanently extending individual income tax rates for small businesses; and eliminating the 3% withholding tax.
Richard Mourdock on Taxes
Mourdock didn’t pay his taxes but was willing to support a tax hike on Hoosiers. Mourdock illegally skipped out on paying his taxes for years – gaming the system by taking two homestead deductions. (WTHR Ch13 Indianapolis, 6/23/2011; The Anderson Herald Bulletin, 9/26/2011; Evansville Courier & Press, 7/16/11) Yet during his losing bid for Congress, “Mourdock said he could back a tax hike” on the American people. (Bloomington Herald-Times, 7/12/90)

Sources: Sheriff candidate JT Ready among 5 dead in Gilbert
GILBERT, AZ – Sources tell ABC15 that a prominent former neo-Nazi is among five people shot and killed Wednesday in a Gilbert neighborhood.
Police say the victims in the Wednesday shooting are two men, two women, and a young girl between 1 and 2 years old.
Sources say J.T. Ready, who was running for Pinal County Sheriff, was involved in the shooting, however it is not clear if he was the gunman or a victim.
Ready was known to be a member of the National Socialist Movement who advocated using violence to stop people from crossing the border. In a 2010 interview with ABC15 he discussed his beliefs and showed off his cache of high-powered weapons.
ICYMI: Lugar Leads in Latest Poll
The Weekly Standard: “Poll: Lugar 44, Mourdock 42″
National Journal: “…most observers expect a close election and the findings of the survey are consistent with that line of thought.”
Politico: “‘This looks like a turnout battle,’ Magellan pollster David Flaherty said in a brief interview.”

Marion County GOP Chair Kyle Walker
Praises Lugar as Strong Fiscal Conservative
INDIANAPOLIS (May 2, 2012) – Praising Sen. Dick Lugar as a strong fiscally conservative leader in the nation’s capital, Marion County GOP Chairman Kyle Walker today encouraged those voting in Indiana’s May 8 Republican Primary to re-nominate Lugar.
Walker leads the Republican Party in Indiana’s most populated county, which includes Indianapolis where Lugar was mayor before being elected U.S. senator.
“We have only one Republican candidate for U.S. Senate who has co-sponsored the Balanced Budget Amendment, the FairTax, the elimination of the ‘death tax’ and the IRS,” Walker said. “We have only candidate in the race who has voted against Obama’s healthcare takeover, against Obama’s wasteful cash-for-clunkers, against Obama’s bankrupting budgets and against Obama’s cap-and-trade scheme. We have only one U.S. Senate candidate who has walked the walk, not just talked the talk. And that fiscal conservative is Dick Lugar.”
Employers trust Lugar to move economy forward
Walker said with jobs being the number one concern of voters, fellow Republicans should note who Indiana employers trust to move the state and national economies forward.
“Senator Lugar is supported by the state’s two largest employer groups – the Indiana Chamber and the Indiana Manufacturer’s Association. He also has a 100 percent rating with the National Federation of Independent Businesses. NFIB represents the Main Street mom-and-pop businesses across our Hoosier state.”
Daniels, Skillman, mayors and sheriffs support Lugar
Lugar is supported by Gov. Mitch Daniels, Lt. Gov. Becky Skillman, 47 Republican mayors, town board presidents and former mayors across Indiana. Many local Republican officials are involved in Lugar’s re-election, including several county sheriffs who vocally support Lugar’s protection of 2nd Amendment rights for law abiding citizens to own and hunt with firearms.
Walker’s endorsement follows that of Hamilton County GOP officers and five chairs of the Indiana Republican Party: Jim Kittle, Mike McDaniel, Gordon Durnil, Bruce Melchert and Tom Milligan.

Dick Lugar defended our flag, and Richard Mourdock did not.
From Senator Lugar’s campaign office:
National Defense PAC Blasts Mourdock for Opposing Flag Burning Amendment
“Hoosiers should know Dick Lugar voted to defend our flag while Richard Mourdock would defend someone’s right to burn it”
The National Defense PAC today blasted Indiana Senate candidate Richard Mourdock for his opposition to a constitutional amendment banning flag burning and urged Hoosiers to support Senator Dick Lugar in the upcoming primary election.
“The flag is a symbol of our democracy and millions of Americans have sacrificed their lives to defend it,” NATIONAL DEFENSE PAC Chairman, Rear Admiral [Ret.] James J. Carey said. “Flag burning is obscene, painful and unpatriotic. We are shocked to learn that Richard Mourdock opposed a constitutional amendment to ban flag burning, which he believed to be a form of freedom of speech. Burning an American flag is conduct – not speech. Hoosiers should know that Dick Lugar voted to defend our flag while Richard Mourdock would defend someone’s right to burn it.”
On June 22, 1990, the Bloomington Herald-Times reported on Mourdock’s opposition to the flag burning amendment. “I tend to think I would probably be opposed to it,” Mourdock said. ”How can we enforce freedom of speech and say we have freedom of speech except in one area? I have a really hard time with that.”
Over his career, Senator Lugar cosponsored proposed constitutional amendments to prohibit flag burning nine times. In 2006, Senator Lugar and Indiana Senator Evan Bayh both voted for S.J.Res. 12, a constitutional amendment to ban flag burning (Roll Call 189). In 1999, Senator Lugar and Senator Bayh both voted for S.J.Res. 14 (Roll Call 48). In 1990, Senator Lugar and Indiana Senator Dan Coats both voted for S.J.Res. 332 (Roll Call 128). In 1989, both Senator Lugar and Indiana Senator Coats voted for S.J.Res. 180 (Roll Call 251).
Senator Lugar served as a U.S. Navy Intelligence Briefer for Chief of Naval Operations (Under Admiral Arleigh Burke) 1957 to 1960. He has been a voice for consistent leadership in support of our military and national defense.
The National Defense Political Action Committee is dedicated to electing Military Veterans to the U.S. Congress who share our traditional American values of a Constitutionally limited, fiscally responsible government, ensuring a strong national defense, protecting the rights and interests of our Servicemembers, and fulfilling our historic commitment to our Veterans.

Indiana Women Analyze
Tuesday’s U.S. Senate Race
INDIANAPOLIS (May 2, 2012) – Three Indiana women analyze next Tuesday’s U.S. Senate race in a new online videos posted today by Friends of Dick Lugar.
Sarah Rossier, Louise Henderson and Jody Meharg all plan to vote in next week’s Republican Primary Election. All support U.S. Sen. Dick Lugar, but offer different reasons in their own words. (View DickLugar.com’s video wall.)
Lugar is consensus builder, moving U.S. in right direction
“I’m an expecting parent and I want my children to be raised in a state lead by leaders like Richard Lugar,” says Rossier who credits Lugar for Uni-gov, the Indianapolis reform which eliminated extra layers of government and unneeded taxpayer expenses.
Today’s political and economic conditions as well as international volatility convinces Rossier that Indiana and America need Lugar.
“We need someone, we need him to continue to be the consensus builder… to get this country moving back in the right direction,” Rossier says. “Indiana doesn’t need a self-serving politician. We need an experienced senator.” (View Rossier’s video here.)
Lugar stands firm on beliefs, but isn’t an extremist
Henderson says “Lugar knows how to stand firm on his beliefs but work with people in order to get things done.”
She appreciates Lugar’s deep understanding of issues and offers thoughtful solutions to problems facing Hoosiers and Americans.
“My concern is that Richard Mourdock doesn’t,” says Henderson, who believes Lugar’s challenger is “pretty extreme” and unable to effectively represent Indiana. (View Henderson’s video here.)
Hoosiers have common sense, value and respect Lugar
Meharg questions Mourdocks’s “hair-brain schemes that he seems to think will appeal to the voters of Indiana,” but believes Hoosiers have “more common sense than to just elect somebody just to be different.”
She says “replacing Dick Lugar with somebody who is not his equal is lunacy,” because Lugar is already one of the most respected members of the Senate.
Why replace him with someone who, if he follows through on these ideas, is going to embarrass us?” Meharg questions. (View Meharg’s video here.)

Veterans fight for Lugar with new online video
INDIANAPOLIS (April 30, 2012) – “He’s our kind of guy.” “A national asset.” “He’s an outstanding individual.”
Indiana war heroes are strongly supporting fellow veteran Sen. Dick Lugar’s re-election in a new web video posted today.
Lugar is there for fellow veterans, deserves another term
“Senator Lugar has been there for the people of Indiana forever. He is one of the most knowledgeable senators. He has fought for veteran affairs,” says former Sgt. Michael Hamm, assigned to wartime military intelligence during the Vietnam War. “He has been there for us. He has done what needed to be done. I think he deserves recognition and another term.”
Lugar works with students interested in military service, academies
Former Capt. John Quinn, who served in the U.S. Air Force during the Korean War, praises Lugar’s work with young people interested in military service, especially those striving to attend a U.S. academy and become a commissioned officer. “He’s our kind of guy. He’s an asset to the United States of America.”
Lugar fights for Hoosiers “no matter what” and “isn’t wishy-washy”
“He would fight for Hoosiers no matter what,” says Diana Ward, who worked for the U.S. Marine Corps during Korea. Ward supports Lugar because she doesn’t “think he’s wishy-washy at all.” Ward says voters need to “listen to what he has to say. He does a great job.”

From Senator Lugar’s campaign office. Thank you Mr. Boone!
Boone: Lugar a Reagan man, ‘what Tea Party is all about’
MONTICELLO, IND. (April 30, 2012) -
Gospel, patriotic singer Pat Boone sang the praises of Sen. Dick Lugar on Saturday, encouraging Indiana Republicans to re-elect Lugar, because of the senator’s conservative Reagan-like credentials and leadership.
Boone knew Ronald Reagan. Ronald Reagan was a friend of Boone’s. “You, sir, are a Reagan man!”
Boone jokingly paraphrased a now-famous vice presidential debate line, referring to Lugar.
But the entertainer and Tea Party activist’s point to the standing-room-only crowd was a serious one.
“He (Lugar) voted more for Regan’s policies during Reagan’s two terms than any other senator,” Boone said. “You were always a Reagan man and you still are. You talk about needing more Reagan-like policies and government and this man has been there all along. That’s who he is.”
Lugar’s Unmatched Reagan Support
Boone was right.
During the eight years that Reagan was president, Congressional Quarterly identified 760 Senate votes on which Reagan took a position:
- According to these studies, no senator serving voted more often with Reagan than Lugar.
- In all eight Reagan years, Lugar’s support of Reagan was at least 9 percent higher than the GOP average – again, a feat no other senator achieved.
- In two years, 1983 and 1988, Senator Lugar’s Reagan support measured more than 20 points higher than the GOP Senate average.
- Senator Lugar’s average Reagan support score was more than 14 points higher than the average Republican score during the entire Reagan presidency.
Reagan and Boone were longtime friends in Hollywood even before Reagan entered politics as a candidate. Like Lugar, Boone was a stalwart supporter of Reagan – first in his successful runs for California governor and then both campaigns for U.S. president.
Reagan once said of Lugar, “Dick Lugar has earned my personal respect. A man of matchless honesty and integrity, and perhaps the Senate’s leading intellect. He took on some of the toughest assignments we had, and he was there with solid advice whenever I needed it. He is a great Hoosier and a great American.”
Lugar Offers Conservative Action, Not Just Talk
As a Tea Party organizer, Boone said he supports Lugar. “To me, this is what the Tea Party is about. It’s not just somebody who says nice things and maybe means them, it’s somebody who actually has the ability and skills and experience to do the things we need.”
Boone pointed to Lugar’s fight with President Obama to advance the 20,000-job Keystone XL pipeline, as an example of Lugar’s needed leadership for incoming conservative members of Congress. “I helped elect some of the wonderful new Congressman in the last election. They will never, in most cases, reach his kind of eminence, his prominence, his influence.”
He stumped for Lugar in person in Indiana this weekend after hitting the airwaves on Christian radio stations statewide earlier in the week.
